CONTEXT AND PURPOSE OF THE MISSION:

The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide . To achieve its goal of zero hunger, WFP helps the most vulnerable populations meet their food and nutrition needs, build resilience, and address gender inequality.

As part of its assistance program for vulnerable populations and refugees in Mauritania, WFP intends to recruit a National Supply Chain Officer for its office in Nouakchott. The candidate will be placed under the direct supervision of the Representative and Country Director and will be responsible for the following tasks:

SPECIFIC ATTRIBUTIONS:

Provide analysis and input into supply chain activities or contribute to the planning, coordination of supply chain operations in the field, and ensure that actions are consistent with an effective and integrated supply chain approach that meets the food aid needs of beneficiaries and the service delivery requirements of partners.

MAIN RESPONSIBILITIES:

Contribute to the development and implementation of supply chain plans and procedures, in line with WFP’s global supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost-effectiveness, agility, reliability, quality and support national capacity building.
Provide substantial contributions to region/country context analyses and end-to-end operational supply chain and retail network management, in support of supply chain operational challenges and operational optimization.

Contribute to the planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close collaboration with key supply chain stakeholders.
Perform detailed analysis and conceptual work by assembling comprehensive reports identifying opportunities for improvement and effective operationalization of the supply chain within the area of responsibility.

Regularly conduct financial analyses and budget reviews, develop insights and recommend actions to senior management to maximize resource utilization and efficiency of supply chain operations.
Establish and maintain productive partnerships primarily at the operational level and collaborate with counterparts in key supply chain functions, contributing to an integrated supply chain approach to food aid and cross-functional operational alignment.

Establish and maintain productive partnerships with supply chain counterparts between government and other national organizations, UN agencies, NGOs and the private sector to share operational knowledge contributing to a coordinated and cost-effective supply chain.
Provide technical input to market analysis and supply chain network mapping to inform the selection of appropriate operating modalities to improve supply chain performance.

Support the management of supply chain operations, or manage less complex supply chain operations, in accordance with established supply chain strategies, policies, procedures and controls, and following company standards, with an emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
Support the monitoring of supply chain activities to verify that appropriate internal controls are followed to increase the day-to-day efficiency and overall performance of supply chain operations.
Support the management of vendors/service providers, port, fleet and warehouse operations to promote safe and efficient planning and execution of WFP operations.
Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities, including trends to support informed decision making and consistency of information presented to stakeholders.

Guide and supervise staff, act as a referral point, provide training, and support them with more complex analyses and queries. Contribute to preparedness actions and support rapid emergency response to deploy food and resources at the onset of a crisis. Perform any other duties as needed and as requested by the supervisor.

REQUIRED ACADEMIC QUALIFICATIONS

Education

University degree (Master’s degree) preferably in supply chain management, business administration, logistics, purchasing or other related fields.

Language

Fluent in French, and have at least an intermediate level in English.

DESIRED EXPERIENCE FOR THE POSITION

At least 3 years of progressively responsible professional experience in supply chain. Proven experience in coordinating supply chain activities with other teams; Experience in conducting analytical and conceptual work in support of strategy design and implementation; Experience in coordinating periodic planning across functions and with partners; Experience in analyzing and supporting the implementation of end-to-end supply chain operations; Experience working with WFP partners; Experience supervising staff.
