In order to strengthen the security of United Nations personnel and their dependents, the United Nations System in the Islamic Republic of Mauritania (RIM) has set up an operational communications system in Nouakchott.
Radio communication is a central element of our security operations. It allows us to effectively coordinate emergency responses, ensure continuous monitoring of the environment, and maintain constant contact with those on the ground.
As part of the optimization of these processes and in order to ensure smooth and effective communication, the Office of the Security Advisor of the United Nations System, in collaboration with the United Nations agencies in Mauritania, is recruiting a Radio Operator to strengthen its team based in Nouakchott.
The post holder will strengthen the capacities of the United Nations System (UNS) radio room by ensuring permanent listening and effective monitoring of the movements of United Nations staff and consultants throughout Mauritanian territory.
Under the general supervision of the Security Advisor (SA) and the Field Security Associates (FSA), the Radio Operator will provide support in his/her area of expertise, contributing to the implementation of security operations and the management of the security of United Nations personnel and assets in his/her region of assignment. He/She will have the following responsibilities:
Ensure the implementation and proper functioning of the United Nations System VHF and HF communications network;
Monitor urban and interurban missions of United Nations staff and consultants throughout the national territory;
Facilitate the coordination of communication with United Nations staff and consultants by providing useful contacts and specific security information;
Perform any other tasks assigned as part of radio room management.
Duties and Responsibilities
Ensure the implementation and proper functioning of the United Nations System VHF and HF communications network
Ensure permanent radio monitoring on VHF and HF networks.
Ensure the proper functioning of the HF and VHF networks; be able to transmit, receive, classify and archive all messages.
Respect and enforce the rules of network use.
Establish communication discipline on the network and ensure compliance with radio procedures.
Ensure that VHF and HF relays and bases are working properly.
Ensure the quality of communications; note technical problems and inform network users. Important messages must be recorded in a tracking log.
Monitor urban and interurban missions of United Nations staff and consultants throughout the national territory
Ensure effective monitoring of urban and interurban missions.
Update the mission tracking table.
Respect radio contact schedules with staff and consultants on missions, whether official or private.
Ensure the transmission of all calls, whether regular or exceptional, and disseminate security messages issued by the Security Office.
Answer phone calls from the radio room.
Facilitate the coordination of communication with United Nations staff and consultants by providing useful contacts and specific security information
Conduct weekly radio calls with United Nations agencies, funds and programs based in Nouakchott.
Facilitate communication with UN staff and consultants by providing useful contacts and specific security information.
Report directly to the Radio Room Manager and/or the Security Advisor / Local Security Assistant
Perform any other tasks assigned as part of the management of the radio room, including:
Lead and coordinate all activities in the radio room.
Oversee the transmission of all regular or exceptional calls as well as the dissemination of security messages submitted by the Security Office.
Carry out an inventory of the equipment.
Maintain a security database covering all aspects of communication: network radio call signs, staff telephone addresses, selective calls, vehicle radio call signs and UN bases in the country and sub-region.
Monitor monthly and annual statistics of radio calls as well as long-distance missions.
Brief new arrivals on the use of radios and current procedures.
Plan, in collaboration with agencies, periodic training sessions for all staff.

Required Skills and Experience
Education:
Hold a higher education diploma or a high school diploma combined with 03 years of professional experience in the field of engineering, ICT, Telecommunications (Radio Transmission), Electronics or any other related discipline
Having a radio programming certification will be a great asset
Experience :
Have at least 3 years of professional experience in one of the following fields: Communication, Telecommunications, ICT Engineering or any other related field
Experience in a similar position, particularly in HF and VHF radio communication, telecommunications, radio and data transmission is desirable.
Previous experience with the United Nations Telecommunications system, national or international NGOs and/or the Government is desirable.
Experience in a military, gendarme or police role is desirable.
Have a good knowledge of computer use and Microsoft Office software (Word, Excel, etc.)
Having a driving license would be an asset
