Organizational framework
The Food and Agriculture Organization of the United Nations (FAO) supports countries in ensuring sustainable food and agriculture and increasing the resilience of rural livelihoods. FAO aims to make the world’s food and agriculture systems more resilient to the impacts of climate change through adaptation and mitigation measures.
The FAO Representation in Mauritania supports the government in several agricultural and rural development initiatives by working together to make agriculture, forestry and fisheries more productive and sustainable by adopting inclusive and efficient agricultural and food systems and by increasing the resilience of livelihoods to climate threats and crises.
Hierarchical position
The incumbent will work under the general supervision of the FAO Representative in Mauritania, under the direct supervision of the Programme Officer.
Area of specialization
Rural/Agricultural Development, Environment, Social Sciences, Fisheries Sciences, or in a field related to the activities of the Organization.
Duties and Responsibilities
The incumbent will be responsible for:
Review potential funding sources in line with the Country Programming Framework (CPF) and identify funding opportunities;
Actively map trends, priorities, opportunities and donor calls related to FAO’s mandate.
Establish and maintain networks of national partners, and technical and financial partners.
Identify and seek predictable, multi-year funding to ensure program sustainability from traditional and non-traditional donors and other innovative funding sources and potential partners
Support/Coordinate the development of project and programme proposals in alignment with the FAO Strategic Framework, the CPF and national policies, paying particular attention to proposals with a Gender marker 2 objective to be submitted to donors;
Establish regular relationships with financial partners. Write briefs in French and English and organize events aimed at informing and maintaining relationships with partners and donors and generating their interest in FAO programs/projects in the country;
Train/strengthen the capacities of program and support teams on the procedures and eligibility criteria of current and potential FAOMR donors;
Lead project teams to bring forward evidence/success stories to support advocacy;
Develop advocacy and presentation documents for the FAO Mauritania program and results;
Develop a resource mobilization strategy and support the achievement of objectives;
Facilitate partnerships between FAO and other UN agencies for the implementation of joint projects;
Establish a regular exchange system with FAO’s strategic partners in Mauritania;
Support the communications unit to ensure that the country’s resource mobilization activities are supported by an effective communications and advocacy strategy;
Document lessons learned and good practices in resource mobilization;
Perform other related duties as may be assigned.
APPLICATIONS WILL BE CONSIDERED AGAINST THE FOLLOWING CRITERIA:
Minimum conditions to be met
University degree(s) in economics, agriculture, natural resources, sustainable development, climate policy, rural development or related fields.
Minimum of 3 years of relevant professional experience in the areas of programs, resource mobilization, strategic partnerships or other relevant field;
Working knowledge of French (level C) and English (level C)
Be a national of Mauritania.
