The objective of the position is to assist the country office in operational IT functions. The ICT unit is responsible for the management, implementation and maintenance of ICT infrastructure, administration and support for ICT operations and technologies for development, in close coordination with the regional office, headquarters, vendors, service providers as well as internal and external partners to the organization.
Responsibilities:
Under the supervision of the ICT Officer and in collaboration with all the staff of the Mauritania country office, he or she will assume, among others, the following functions:
Participate in identifying ICT hardware or software needs for the entire office, including area offices.
Ensure the installation and maintenance of IT and telecommunications equipment, including VHF and satellite systems (B-Gan, VSAT, etc.), this may require the incumbent to lift, move, assemble or store equipment. Provide advice to UNICEF management and suppliers on the correct installation of electrical power systems necessary for the safe operation of ICT systems.
Provide support and training to users of ICT equipment, including video conferencing.
Assist with the installation and administration of the local network. This involves network cabling, administering user access to the network, ensuring network data security; administering and maintaining servers, ISP routers, corporate routers, switches, and other LAN devices; and troubleshooting occasional hardware or software problems encountered on the network.
Ensuring data security. This involves the proper use of the cloud for regular backup of company data, secure data storage, emergency preparedness measures, and the provision of adequate power to ICT systems in accordance with established international standards.
Ensure the proper functioning of IT/Telecom equipment. This involves diagnosing the source of the problem, resolving it if possible or managing service requests with the regional office, headquarters or contractor/supplier for maintenance/repair and follow-up if necessary. – Maintain the hardware inventory of ICT equipment for the purpose of renewal and/or disposal of obsolete equipment
Assist in the introduction and operation of new systems (hardware and software). This involves installing new systems, upgrading existing systems, training users and providing day-to-day support.
Manage access, availability and functionality of alternative service continuity sites, including emergency telecommunications equipment (Thurayas and Bgans).
Manage telephone services (landline and mobile) and their billing, in accordance with office policy
Collaborate with service providers (Site Survey, configuration, etc.) / Claim the warranty in the event of a problem with the equipment under warranty / Process and distribute invoices.
Undertake other ICT related tasks as required.

Qualifications and skills required:
Training and experience
Have a secondary education diploma supplemented by formal training (at university level – BTS) in IT, supported by an IT-related certification (ITIL, Microsoft, Cisco, etc.)
5 years of practical professional experience in the field of information technology, as well as systematic methods of troubleshooting and analytical problem solving, user support on ICT products and services and use of applications and diagnostic tools.
A bachelor’s degree in ICT Management, Digital Development, International Development or other relevant technical field may replace three years of professional experience.
A Master’s degree in ICT, Digital Development, International Development or other relevant technical field can replace two additional years.
Hands-on experience with various IT platforms and applications: Windows operating systems, email and database systems, Microsoft O365, Symantec, Service Gateway, advanced PC/laptop/printer installation, configuration, troubleshooting and repairs would be an advantage;
Experience with Cisco Meraki and Ubiquiti (LAN / WAN / WIFI network, video surveillance, etc.) would be an asset;
Experience in emergency and in the use of emergency equipment (VSAT, Thuraya, Bgan) would also be an advantage;
Experience with radio links (connecting remote LANs) would also be an asset
Experience with the cloud (cloud printing, cloud computing); Understanding of the fundamentals of electricity would be an advantage;
Experience within the United Nations system would be a great advantage.
LANGUAGES :
Proficiency in French;
Good knowledge of English (oral and written).
