Overview

Introduction: general information on the context in which the civil servant will work
The International Labour Organization (ILO), the only tripartite agency of the UN, brings together representatives of governments, employers and workers from 187 member states with the main objectives of promoting rights at work, encouraging the creation of decent jobs, developing social protection and strengthening social dialogue in the field of work.

The ILO Country Office for Algeria, Libya, Morocco, Mauritania and Tunisia, based in Algiers, is seeking to recruit a National Project Coordinator for a 3-year development cooperation project in Mauritania, supported by the Peacebuilding Fund (“PBF”), called “Strengthening peace and socio-economic resilience through the creation of decent green jobs for youth in rural and peri-urban areas of Hodh Chargui, Trarza and Nouakchott”.

This project will be implemented in partnership with the Food and Agriculture Organization of the United Nations (FAO) and aims to strengthen social cohesion and conflict prevention in terms of access to natural resources (water, forests, wood, pastures, land, livestock, etc.) and environmental preservation, through active engagement, better access to natural resources and sustainable environmental management within inclusive value chains, of young men and women from the host, returnee and refugee population in the Bassikounou, Dar Naim and Rosso areas.

The implementation strategy is centered around the active engagement of young men and women from the host, returnee and refugee population of the Bassikounou, Dar Naim and Rosso areas i) in promoting, supporting and strengthening community-based conflict prevention and mediation initiatives in access to natural resources and environmental preservation (Outcome 1) and ii) in joint responsible economic initiatives focused on sustainable environmental management within inclusive, peace-promoting and green value chains (Outcome 2).

The project will pay particular attention to knowledge management through the construction of evidence on the contribution of different intervention models to conflict prevention and the promotion of social cohesion.

Supervision

The National Project Coordinator will report to the Director of the ILO Country Office for Algeria, Libya, Morocco, Tunisia and Mauritania. The project team will benefit from technical advice from the ILO Decent Work Technical Support Team for North Africa in Cairo and the relevant technical departments at ILO Headquarters in Geneva, including the Sustainable Enterprises, Productivity and Just Transition branch, SKILLS, as well as the Crisis and Post-Crisis Priority Action Programme.

Essential Functions and Responsibilities
Develop and then execute a detailed project work plan in alignment with project objectives and expected results, as well as support the effective implementation of activities with criteria of speed, quality and efficiency, gender sensitivity, while ensuring the achievement of planned results on time and within budget, in accordance with project requirements and ILO policies, values and procedures.

Establish and maintain regular and constructive working relationships with the ILO tripartite constituents and other relevant stakeholders in Mauritania, including government representatives, employers’ and workers’ organizations, and civil society associations, as well as with FAO as a partner in the implementation of the project and liaise with the PBF Secretariat. In liaison with the ministry that will chair the PBF National Steering Committee (CoPil) , set up local technical committees by intervention zone involving local authorities, support regular meetings and report on the progress of the project.

Facilitate and contribute to the achievement of the objectives of the start-up phase, in particular the carrying out of analyses and surveys (including a baseline) , contribute to the identification of the level of social cohesion and existing and/or potential conflict factors, avenues for innovative solutions and support the main cross-cutting services (in particular financial services and technical support to businesses) relevant to the identified value chains, ensuring that gender dynamics, the impact on the environment and adaptation to climate change, as well as conflict dynamics are taken into consideration.

These analyses will be used to better understand the obstacles to the creation of new, inclusive and more productive jobs for beneficiaries in the selected sectors, identify pilot interventions in the 3 geographical areas of targeted interventions to promote social cohesion and conflict prevention.

Establish a project monitoring and evaluation system, ensuring its full integration into project management and implementation to facilitate adaptive management of project activities. Monitor the progress of project implementation to achieve the objectives and target values of indicators, by preparing and updating the work plan, progress reports, final reports and collect monitoring data on project activities, in the interest of clarity, consistency and completeness. Identify problems and implement solutions, actions and follow-up.

The ILO manual “How to develop, monitor and evaluate peace outcomes in employment programmes” will serve as a basis and methodology. Develop the necessary ILO reporting on CPOs (Country Programme Outcomes) , in alignment with the ILO Programme & Budget indicators.
Ensure the programming and control of project resources ; prepare budget forecasts and expenditure forecasts by analyzing and monitoring the resource situation in relation to planned activities and recommending corrective measures.

Collaborate with other ILO programmes and offices, as well as any other initiatives implemented by technical and financial partners (TFPs) in the region, in order to identify and exploit opportunities to improve programme synergy for better results.

Prepare reports and presentations, organize and participate in project meetings and events, including workshops, training and awareness-raising, and provide technical advice for the adaptation of ILO training materials to the local context and project objectives. Be responsible for knowledge management related to project activities, undertake relevant reports and capture results (gender and youth-sensitive, where appropriate) and develop good practices , in partnership with FAO and partners, on intervention models for social cohesion and peace. These good practices can serve as examples within the UNCT in the context of actions in the HDP Nexus. Regular communication materials and updates for internal and external dissemination in collaboration with the project team will also be developed.

Ensure good visibility of project and PBF activities , in particular on the basis of good practices developed, support the design and organization of communication activities relating to the project and the ILO’s intervention in the field of market systems development, value chain development, and decent work, in particular in connection with project activities in the market gardening sector.

Support the day-to-day operations of the project, including support in the recruitment of external collaborators/project consultants and the management/supervision of their activities, with a view to ensuring high-quality deliverables within the given timeframes, conduct missions in the 3 project intervention areas and assess opportunities to expand ILO activities in this area and contribute to the drafting of new project proposals, including budgets.

Required qualifications
Training
First-level university degree in management, economics, human resources, skills development, education and training or other social sciences.

Experience
At least three years of professional experience in the development and/or implementation of programs or projects supporting the socio-economic integration of young people, particularly in fragile situations, and two years of experience in the implementation of development cooperation projects. Expertise in project management aimed at creating green jobs and strengthening social cohesion, as well as knowledge of the ILO mandate and tripartite structure would be an advantage.

LANGUAGES
Excellent written and spoken command of French and good knowledge of English.

Professional skills
The role requires analytical and synthesis skills necessary for the formulation, administration, monitoring and evaluation of projects, and to be able to draft notes, technical reports and terms of reference. Excellent analytical and writing skills are required, as well as the ability to communicate effectively both orally and in writing.

This position requires in particular interpersonal skills with stakeholders and partners, including government representatives concerned with employment, vocational training, the economy, sustainable development, agriculture, as well as employers’ and workers’ organizations, and civil society associations. It requires excellent relationship management and communication skills. More generally, it requires skills and values in integrity and transparency, sensitivity to diversity, orientation towards learning and knowledge sharing, sensitivity to “customer focus” and change, sense of responsibility, concern for quality and collaboration. The work involves political sensitivity.

Relevant areas of knowledge and expertise include youth employment, in particular environmental preservation and restoration through green jobs, the situation of young people furthest from employment and training, public employment services and social policies, adaptation and resilience to climate change and disaster risk implemented at community level, youth engagement and participation in dialogue and decision-making, mediation and conflict prevention/management.

In addition to the above, the following skills are required: Ability to work independently and in a team. Ability to deal with people with tact and diplomacy. Good computer skills. Good organizational skills.

In addition, the following skills would be appreciated: Good knowledge of the role and functioning of the activities of the United Nations development system. Knowledge of the financial rules and regulations of the organization. Knowledge of the activities and priorities of the office.
