The United Nations Department of Safety and Security (UNDSS) plays a central role in the security management of the United Nations system. It provides leadership, operational support, and oversight of the security management system to enable all United Nations system entities to conduct their activities and programmes in a secure, effective, and efficient environment, even in the most complex contexts.

UNDSS works closely with UN agencies, funds and programmes to provide strategic and technical security advice, coordinate with local authorities and ensure the safety of UN personnel, assets and operations.

As part of the strengthening of its team in the Islamic Republic of Mauritania (RIM), UNDSS is recruiting a Local Security Assistant (LSA) of grade NPSA 5.

Based in Bassiknou, under the overall direction and supervision of the United Nations Security Adviser (SA), the Local Security Assistant (LSA) supports the implementation of security activities in their assigned area. They collect and analyze security information, liaise with local authorities, contribute to incident management, support the updating of security plans, and participate in staff awareness training. They also provide essential administrative support to the security team to ensure a safe working environment at the United Nations.
Duties and Responsibilities

Assist the SA in collecting, updating and disseminating information related to the security situation in the country and/or area of ​​assignment:
Liaise and coordinate, as directed by the SA, with host government security agencies, including national, provincial and local authorities, military forces, police, as well as NGOs and other non-state actors present in the area of ​​operation;

Assess the security situation on the ground and collect relevant information, ensuring its verification and accuracy;
Transmit security information to Heads of Sub-Offices of UN agencies and provide host country security advice to UNDSS as required;
Maintain regular contact with the security focal points of the United Nations system agencies;
Provide technical support during ASMT meetings as needed.

Contribute to the updating and monitoring of the Area Security Plan:

Prepare and compile data necessary for the development and updating of the United Nations Security Plan;
Implement the actions required under this plan, as needed.
Contribute to monitoring compliance with security risk management measures (SRMM)

Contribute to monitoring compliance with security risk management measures (SRMM) in the assigned area.
Participate in the management of security incidents:

Report incidents impacting United Nations personnel, offices or property;
Support the preparation of security reports, including incident reports, security assessments and quarterly reports.
Support security training and awareness activities:

Contribute to the organization and delivery of security awareness and preparedness training;
Ensure the safety orientation of new staff members;
Organize security information sessions, as needed.

Provide general administrative support to the SA and CRS:

Manage correspondence files and documents, including confidential documents;
Maintain a database of host country security authority contacts;
Organize appointments, welcome visitors, screen telephone calls, respond discreetly to requests and write minutes or meeting notes;
Perform any other security related tasks assigned by the SA or CRS.
The incumbent will perform any other tasks relevant to his/her profile and deemed necessary for the proper functioning of the Office and the Organization.

Required Skills and Experience

Education:
Être titulaire d’un diplôme d’études supérieures ou d’un diplôme d’études secondaires combiné à 02 ans d’expérience professionnelle dans le domaine de la sécurité / formation policière ou militaire ou tout autre discipline connexe ;
Avoir une certification en programmation radio sera un grand atout.
Experience:
Un minimum 05 ans d’expérience professionnelle (pour le diplôme d’études secondaires) ou 02 ans (pour le diplôme d’études universitaires) dans le domaine de la sécurité est requis ;
Une expérience antérieure au sein du système des Nations Unies ou d’une ONG internationale est souhaitable ;
Une expérience dans les domaines militaires, policiers, de la gendarmerie ou dans un domaine connexe est souhaitable ;

Une expérience en sécurité et protection diplomatique sera considérée comme un avantage ;
Des compétences en gestion d’équipe et en supervision de rapports techniques, d’évaluations ou d’autres documents spécialisés seront un atout ;
Une connaissance du fonctionnement et de l’utilisation des radios HF et VHF est souhaitable ;
Être titulaire d’un permis de conduire en cours de validité et être en mesure de conduire les véhicules 4 x 4 ;
La maîtrise des outils informatiques, notamment les logiciels Microsoft Office (Word, Excel, etc.) est requise ;
Une connaissance du contexte sécuritaire local et des mesures de sécurité en vigueur dans la région.
